SecInCoRe envisages a ‘Common Information Space’ for all stakeholders engaged in or supporting the work of first responders and Police authorities in all phases of the emergency management cycle. The CIS concept will be enabled by information technology leading to a ’Secure Dynamic Cloud for Information, Communication and Resource Interoperability based on Pan-European Disaster Inventory’. The inventory will be created and continuously updated throughout the project. Besides past disaster events, it will contain information about used and available data sets, information management processes, information systems, organisation business models as well as ethical, legal and social issues.

In all of these categories, SecInCoRe invests intense efforts to understand ethical, legal and social implications. The consortium applies dedicated measures to ensure that (a) future users understand the benefits of the new systems and (b) future users influence the design of the proposed SecInCoRe system and services (operative and technical) according to their evolving information needs.

SecInCoRe objectives can be divided into three main categories

• empirical studies and the creation of knowledge to be made available through the inventory,
• interoperability considerations regarding all elements of the inventory leading to a taxonomy,
• design of the CIS concept based on network and cloud based information technology

The CIK has led and is working on the work package WP3 for the Europe-wide inventory of past disaster events with special emphasis on

•     Used but also missing data in past events,
•     Information systems used and
•     Documented as well as actually living processes in crisis events

In addition, the CIK has developed a taxonomy based on the findings of the inventory. By integrating the taxonomy into a semantic search, information could be made available in a "Common Information Space" in an organization- or person-specific way.
